Southern Highlands is a province in Papua New Guinea. Its provincial capital is the town of Mendi. According to Papua New Guinea's national 2011 census, the total population of Southern Highlands (after the separation of Hela Province) is 515,511 spread across 15,089 square kilometers (5,826 sq mi).

Ethnic groups[edit]

Before the split there were two major ethnic groups, the Huli Speakers and the Angal Speakers or Angal Heneng. Today the majority of the population in Southern Highlands is made up of Angal or Angal Heneng speakers. They occupy the three provinces of Southern Highlands (Nipa, Mendi, Lai Valley, Imbongu (lower Mendi)), Hela (Magarima) and Enga (parts of Kandep).[citation needed]

Split to create Hela Province[edit]

In July 2009, Parliament passed legislation to create two new provinces by 2012. One of these was to be created by removing the districts of Tari-Pori, Komo-Magarima, and Koroba-Kopiago from the Southern Highlands Province to form the new Hela Province.[2] Hela Province officially came into being on 17 May 2012.[3]

Regions[edit]

After the split of Hela, the province is divided into roughly three distinct geographic regions:

  1. The West: which includes the Southern Highlands districts of Nipa, Mendi, Lai Valley, Imbogu (lower Mendi), Hela District of Magarima, Kutubu and part of Kendep (Enga Province), and is the home of the speakers of dialects of the Anggal Heneng language.
  2. The East: which includes the districts of Kagua, Ialibu, Pangia and Erave, and is the home of the speakers of the Imbongu, Kewa, and Wiru languages, and home to the second highest mountain in Papua New Guinea, Mount Giluwe.
  3. The Lowlands: which stretch across the southern part of the Southern Highlands province from the volcanic peaks of Mount Bosavi to include the oilfields of Lake Kutubu, and includes the language groups of Biami (shared with Western Province) Foe, and Fasu.

There are five districts in the province. Each district has one or more Local Level Government (LLG) areas. For census purposes, the LLG areas are subdivided into wards and those into census units.[4][5][6]

Provincial leaders[edit]

The province was governed by a decentralised provincial administration, headed by a Premier, from 1978 to 1995. Following reforms taking effect that year, the national government reassumed some powers, and the role of Premier was replaced by a position of Governor, to be held by the winner of the province-wide seat in the National Parliament of Papua New Guinea.[7][8]

2006 state of emergency[edit]

On 1 August 2006, the government of Papua New Guinea declared a state of emergency in the country's Southern Highlands region. According to Prime Minister Sir Michael Somare, troops were deployed to restore 'law, order and good governance' in the region, following accusations of corruption, theft and misuse of government buildings at the hands of the regional government.[9]

As a region rich in energy resources, the Southern Highlands was at the centre of plans to construct a gas pipeline to pump natural gas to Queensland in north Australia. The project would have resulted in much needed revenue for Papua New Guinea, and as it was believed that the instability in the region could jeopardise the project, the national government decided to intervene by declaring a state of emergency. The move was supported by Parliament, although some criticism was leveled at the government for restricting press access to the region while the state of emergency was in force. The companies involved subsequently opted for the current PNG Gas project which has export facilities outside Port Moresby. This is operated by Esso Highlands, a subsidiary of Exxon Mobil Corporation, and is expected to begin production in 2014.

CEREMONY AT CADENCE CENTRAL PARK
There will be a ceremony starting at 9 a.m. Monday at Cadence Central Park on East Sunset Road in Henderson. There will be a presentation of colors, 21-gun salute, food and music. There will also be a Memorial Day Walk or Run. h

CORNERSTONE PARK FLAGS AND CEREMONY
A thousand flags will be on display all weekend in the Field of Honor at Cornerstone Park, 6900 Wigwam Parkway, Henderson. There will be a ceremony at 8 a.m. Monday, hosted by Green Valley Rotary Club. Local high school students will perform and there will be presentations by local veterans' organizations and community leaders.

FLAGS AT LORENZI PARK AND SILVER SPRINGS PARK
Flags will be on display at Lorenzi Park on West Washington Avenue and Silver Springs Park on Silver Springs Parkway in Henderson on Monday. The Nevada Garden Club will begin place 100 American flags apiece at the parks early Monday morning.

CEREMONY AT THE LAKES
The ceremony at The Lakes on Monday, hosted by city of Las Vegas and American Legion Post 76, will include color guard, music by local students, speakers and a wreath-laying ceremony. 331 Lake South Drive.

FLY YOUR FLAGS OVER HOOVER DAM MOTORCYCLE RIDE
The 25th annual Fly Your Flags Over Hoover Dam motorcycle ride will begin at 10 a.m. Sunday on the Arizona side of Hoover Day. The Vietnam Vets - Las Vegas Motorcycle Club started the ride in 1994 and thousands of bikers participate. The ride ends with a ceremony at the Southern Nevada Veterens Cemetery in Boulder City. A party will follow at the Sin City Clubhouse.

SOUTHERN NEVADA VETERANS CEMETERY CEREMONIES
The weekend begins with the Flag-In event on Saturday. Volunteers are asked to arrive no later than 7 a.m. to help plant American flags on every grave. On Sunday, there will be a ceremony honoring Special Forces at 10 a.m. in the cemetery's Memorial Garden area. On Monday. there will be a ceremony at the cemetery starting at 1 p.m. Thousands attend each year, get there early for a good parking space. The keynote speakers include the Honorable Mark Stevens, Henderson Municipal Court Chief Judge, Veterans Treatment Court and Nevada Department of Veterans Services Deputy Director Fred Wagar.

This year the ceremony is sponsored by the Military Order of the Purple Heart and the Southern Nevada Chapters 711 & 730, in cooperation with the Southern Nevada Veterans Memorial Cemetery staff, Cemetery Advisory Committee, and Cemetery Volunteer Group. The event is hosted by the Nevada Department of Veterans Services.

WOODLAWN CEMETERY
There will be a ceremony at 9:30 a.m. at Woodlawn Cementery on Las Vegas Boulevard North.

SILENT HEROES OF THE COLD WAR MEMORIAL DAY EVENT
The Silent Heroes of the Cold War National Monument, in partnership with the US Forest Service and GO Mt Charleston, will be presenting historical programs on Memorial Day at 10 and 11 a.m. and noon. Other activities will continue until 3 p.m.

MEMORIAL DAY FESTIVAL
The Puerto Rican Association of Las Vegas is holding its Memorial Day Festival at the Clark County Government Center from noon to 8 p.m. May 26. Performances by Boricuas De Corazon, Tito Puente Jr., Angel Francisco, L'Avenida and Sabor Del Bronx. There will be food, drinks, vendors and more. Admission is $10, free for ages 10 and under.

COUNTY WATER PARKS
Seven Clark County water parks will open for Memorial Day weekend on May 25. The County’s water parks will be open from noon to 6 p.m. over Memorial Day weekend with the exceptions of the Laughlin Water Park, which will be open from 1 p.m. to 7 p.m. on May 25 and May 26, and 2 p.m. to 6 p.m. on Monday, May 27. Memorial Day weekend marks the start of the summer pool season. All County pools will be open for the summer except for the Whitney Pool, which opens Tuesday, May 28, and the Logandale Pool, which opens Saturday, June 15.

JA RULE AND TABOO AT FLAMINGO GO POOL
Ja Rule is performing at Flamingo GO Pool on May 25 and Taboo is performing May 26. Doors open at 9 a.m.

HOLIDAY PLAY DAY AT LAKE LAS VEGAS
The annual Holiday Play Day will kick off Memorial Day Weekend on May 25 at Lake Las Vegas Sports Club. Festivities start with a pancake breakfast at 8 a.m. There will be a pet parade at 10 and the fun will continue with a Blue Heron pool party and Woodside barbecue at noon.

THE STYLISTICS AT M RESORT
The Stylistics are performing May 25 at M Resort. Known for their chart-topping hits including “You’re a Big Girl Now” and “Betcha By Golly Wow,” The Stylistics will take the stage for a full-length concert as part of the resort’s Memorial Day Weekend celebration.

FREE BUFFET AT SOUTH POINT
South Point's Garden Buffet is offering a complimentary Memorial Day buffet for two from 7 a.m. to 9 p.m. for all veterans and military members who are 21 years and older and show an active military card of DD214. Bottomless Bloody Marys with breakfast buffet.

OLYMPIA SPORTS PARK
The 17th annual Memorial Day celebration at Olympia Sports Park hosted by Olympia Companies SH Charitable Foundation from 4:30 to 8:30 p.m. May 28 will feature family fun, food, games, rides, water slides, live music and fireworks. There will also be a presentation of colors by Nellis Honor Guard and a barbershop quartet from Desert Oasis High School. The park is located at 4885 Starr Hills Avenue in Southern Highlands.

SAPPHIRE POOL MEMORIAL DAY WEEKEND POOLSIDE BASH
Sapphire Pool & Day Club is hosting a poolside bash from 2 to 4 p.m. May 25 in honor of Memorial Day. There will also be a meet-and-greet hosted by model and business power house Lindsey Pelas, with an appearance by ‘The Hills’ TV-personality, Justin Bobby.

MEMORIAL DAY BRUNCH AT EUREKA RESTAURANT
Eureka is hosting a Memorial Day Brunch. The brunch menu includes classic breakfast, six-pack breakfast burrito, steak 'n' eggs, a breakfast egg sandwich, chilaquiles, bread pudding French toast, avocado toast, fried chicken and sweet cornbread and $5 Bloody Marys and mimosas.
